- By ratifying ILO Convention 282, almost all of the states in the world have agreed to eradicate the worst forms of child labor by 2016. Progress has been made, but it is being undermined by the global economic crisis. A continuation of the film "Shackled Children," this film is an attempt to gauge how successful the anti-child-labor movement has been so far, and what still remains to be done.
