- The black and white prints of RFE/RL were donated to OSA by the Hoover Institute, California in year 2015. The images are duplicates of those held at Hoover. The originals, and most probably the negatives are with the donor as well. OSA only received the paper prints with captions, and digitized the entire collection in year 2018.

ORIGINAL CAPTION:
Munich - The RFE/RL Central News Department receives and moves its copy via modern, computerized visual display terminals in five different languages, including Russian, Eurotech, the manufactures of the display terminals, designed these machines especially for RFE/RL to permit punching and display in the Cyrillic alphabet. The Radio Liberty Division moves all of its 24-hour-a-day news file in Russian to its Russian and 15 nationality language services. RFE using English, German, French and Italian. (A-4-8) (A-3-1)
RESEARCH BASED DESCRIPTION:
The Russian language text on the monitor says:
“May 31, 1978
New York. Yesterday in New York, State Secretary Vance and the Soviet minister of foreign affairs Gromiko renewed talks about limiting strategic offensive weapons.
The talks were conducted in the building where the American mission for the United Nations is housed, where Gromiko appeared in the company of the Soviet ambassador to Washington Dobrinin and other official persons.
June 2 Vance will meet in New York with ministers of foreign affairs of a number of countries, including minister of foreign affairs of the CPR [Chinese People’s Republic] Huang Hua, who participate in the work of the Special Session of the Assembly General of the United Nations on disarmament.”
Huang Hua is specifically mentioned because of the very tense Sino-Soviet relations at that time. The Soviet Union accused China of collaborating with the West to increase the atmosphere of fear and undermine disarmament and push the world into war. At the same time China said that Moscow was the next world war threat with its maneuvering in Africa and continued armament notwithstanding the international disarmament efforts, while the US declared that if the Soviet Union does not abandon its activities to gain control in Africa causing Soviet-American relations to deteriorate, Washington will seek closer ties with Beijing.
