Russia still bans the most effective method of treating heroin addiction, that is methadone maintenance therapy. The filmmakers asked Viktor Ivanov, the head of the Federal Drug Control Service, the largest anti-drug agency in the world, why they refuse to introduce methadone. Various experts and leaders of UN bodies explain why Mr. Ivanovs arguments are not valid and why introducing methadone is a must in Russia.
