a| Historical costume drama about the creation of the Russian Black Sea fleet in 1779. Unwilling to stay at court, Fedor Ushakov receives the permission of Count Grigorii Potemkin to go to Kherson to build the fleet. Despite the raging plague, and the skepticism of the foreigners, he starts to build the fleet, inspiring everybody around him with his enthusiasm. The fleet goes into battle against Turkish ships and wins. A chain of other victories follows, Ushakov becomes a Rear-Admiral. The film was followed by the sequel 'The Ships from the Bastions' (1953).
