a| In 2007, the French legislator formed a special service to visit and inspect places where individuals are deprived of their liberty (jails, prisons, psychiatric wards, etc.). The Service for the Controle of Places of Deprivation of Liberty (CGLPL) has entire independent administrative authority. It is under the supervision of the main inspector who can, with his crew of inspectors, visit any of thises places, at any time and meet with whomever they choose. Film director Stephane Mercurio followed about 15 of these inspectors during their visits, unveiling some truth about life under confinement, about the reality of fundamental human rights in such places, revealing some hidden sides of Democracy.
