a| The model of centralised rule is definitely worn out. Over debates that precede the declaration of the Constitution, more and more reference is made to Yugoslavia as an artificial creation, the dungeon of the Serbian people. The 1974 Constitution – the last attempt to preserve the multiethnic state through federalization, but also a source of its disintegration. The Constitution does not guarantee political freedoms or a market economy, but it sets up institutions supposed to replace Tito. The provinces are entitled to constitutions of their own, and their competencies actually equal those of the republics. The prevalent cultural and political elites of the majority Serbian nation strongly oppose the change.
