- Press conference of former Chadian dictator Hiss'ne Habre. On February 3, 2000, a Senegalese court indicted exiled Chadian dictator Hiss'ne Habre on torture charges under the principle of universal jurisdiction. It was the first time an African had bee charged with atrocities by another African country. The charges were based on the Senegalese statute against torture as well as the UN Convention against Torture. A report of the 1992 Truth Commission accused Habre's regime of 40,000 political murders and 200,000 cases of torture. Habre ruled Chad from 1982 to 1990, when he was deposed and fled to Senegal.
