В августе 1983 года "Литературная газета" опубликовала статью английского учёного биолога Габриэля Хорна о проблемах движения за мир в странах запада и востока с ответом академика Примакова, первого заместителя председателя советского коммитета мира. Ленинградский инженер Эрнст Орловский написал открытое письмо Г.Хорну и Е.Примакову. Письмо попало в самиздат, Программа вторая, продолжение чтения письма В.Маленкович напоминает прочитанное в предыдущей программе. Текст читает Юлиан Панич. Коментарии В.Маленковича.
