This memorandum signed by Sir Leslie Munro states that on December 12, 1958, General Assembly resolution 1312 appointed him to represent the UN for the purpose of reporting on significant developments relating to the implementation of Assembly resolutions on Hungary. However, so far, his attempts at communication with the Hungarian and Soviet UN representatives had continuously been ignored, and his letters were returned unanswered.
