Although there are some improvements in the situation of the Hungarian people, their fundamental rights and essential freedoms were still being denied and are far from being restored; there is no full amnesty and the people who participated in the uprising are held as homicide criminals; the Soviet Government, in flagrant violation of the United Nations resolutions, is still maintaining troops on Hungarian territory. The Hungarian state remains a police state under alien domination.
