Summary:
Regarding the Hungarian Permanent Representative's concern that Hungary is being used as an instrument of the Cold War, Sir Munro's letter expresses assurance that it contains only deep and well-meant intention, and that it is a gesture of co-operation to help dissipate "the cloud of angry suspicion" that hovers over relations between Hungary and other members of the United Nations.
