The letter is addressed to the Soviet Leadership, in particular, to the USSR Public-Prosecutor R. A. Rudenko, to the Chairman of the USSR Supreme Soviet A. F. Gorkin, and to the Public-Prosecutor of the Belarus SSR. I .Sloboda reports about deprivation of his parental rights because of religious upbringing of his children and about four-year-confinement of his wife, a mother of their five children.

Письмо адресовано к руководителям СССР, в частности, Прокурору СССР Р. А. Руденко, Председателю Верховного суда СССР А. Ф. Горкину и Прокурору Белорусской ССР. И Слобода сообщает о лишении родительских прав за религиозное воспитание своих детей, и осуждении его жены-матери пятерых детей на 4 года лагерей.
