- The film is based on an investigation of Rwandan refugee camps in Uganda carried out by the U.S. Committee for Refugees. A narrator provides a brief background of Rwanda's colonial history, its ethnic make-up and the events that led to the conflict between the predominantly Tutsi forces of the RPF and Juvénal Habyarimana's primarily Hutu regime. The video includes footage from inside the camps and short interviews with some of the refugees. The film ends with footage of soldiers and a call for negotiations that includes the participation of the exiled refugees.
