This special report by Peter Jennings focuses on how the UN failed in Bosnia, both diplomatically and militarily. Bihać, Goražde, and Sarajevo are focused upon, as well as Mostar. Civilian destruction is displayed throughout the documentary. UNHCR officials are interviewed, showing a gap between their observations and that of the military wing of the UN.
