In the autumn of 1999, RADDHO interviewed Sierra Leonean refugees who live in Senegal about their difficult and very poor living conditions. Many refugees blame the UNHCR and the Senegalese government for providing inadequate assistance. Others try to run small businesses and talk about their experiences with finding a way out of poverty.

On February 3, 2000, a Senegalese court indicted exiled Chadian dictator Hiss'ne Habre on torure charges under the principle of universal jurisdiction. It was the first time an African had been charged with atrocities by another African country. The charges were based on the Senegalese statute against torture as well as the UN Convention against Torture. A report of the 1992 Truth Commission accused Habre's regime of 40,000 political murders and 200,000 cases of torture. Habre ruled Chad from 1982 to 1990, when he was deposed and fled to Senegal.

[Urban Refugees: Ma Saone, Refugee Camp in Senegal, and Hunger Strike] [1/2] / [1/2]
Sadikh Niass of RADDHO continues his visits to various refugee sites around Senegal and interviews teachers of refugees and the refugees themselves. The second part of the tape focuses on a group of Liberian refugees amidst a hunger strike, protesting the poor and unstable conditions in which they are forced to live. They voice their complaints against the UNHCR and describe how they have been treated like barbarians and bandits, since their arrival in Senegal five to ten years ago. In the first section of the video, there are shots in and around a school-in the yard and inside the classroom. The teacher in this school is interviewed (who has 61 students), and he speaks of a young Rwandan refugee student who was quite brilliant. The second part of the tape focuses on the Liberian refugees who are in the middle of a hunger strike, protesting the conditions in which they have been forced to live, in Dakar. Various men are interviewed and articulately and vehemently state their grievances.

Footage includes a tour around a refugee encampment for Sierra Leoneans. It shows Sadikh Niass, the representative from RADDHO, pointing out barren fields and buildings in disrepair; the buildings look like stucco with thatched roofs, and look habitable. He explains the difficulties involved with getting proper medical assistance and medications. There are interviews with residents. (In French and Wolof).

[Liberian Refugee Camp in Dakar, Senegal]
Sadikh Niass of RADDHO tours the Liberian refugee camp in Dakar, Senegal with some of the refugees. The conditions in the camp are squalid and filthy. Video shows shacks which house refugees, surrounded by garbage, pools of standing water, mud, refugees including children.
Niass offers to the refugees he encounters a forum in which they can voice their concerns about the circumstances that they face. They criticize the way in which the UNHCR has handled, and continues to handle, the situation (in that they are providing no assistance and are virtually ignoring the refugees' plight).
