Scope and Content (Abstract)

The creators of these files served as the OSIAF Executive Directors throughout the years of this operation.
Katherine Mooney was the first Country Director, appointed as the office opened doors in 1996: she served until 1998.
Prior to his appointment as OSI AF Executive Director in Tashkent, Alain Deletroz served on the International Committee of the Red Cross in Moscow for 4 years. His areas of expertise include conflict assessment and resolution, democratic reforms, civil society development and educational reform. He left the foundation in 2001 to join the International Crisis Group.
Dr. Alisher Ilkhamov was an IREX fellow at Harvard University during the spring of 2000. He was working on issues of farm restructuring, poverty and living standard assessment in Uzbekistan. He studied Islamic movements in Central Asia and the Middle East. Alisher was a head of a private firm specializing in social research and consultancy in Uzbekistan. Dr. Ilkhamov was the last OSIAF Uzbekistan Executive Director and left the country as the Uzbek government decided to revoke the foundation registration in April 2004.

They contain important intra-office memoranda, progress reports on major foundation initiatives and correspondence with other members of the Soros network or major NGO players in the region.

Access to this series is regulated by the donation agreement with the Open Society Foundations, according to which records are restricted up to 25 years from the date of their creation. OSA maintains the right to review access rules to both restricted and unrestricted records on a case by case basis.
