Scope and Content (Abstract): The International Science Foundation (ISF) was founded by George Soros in December 1992 to provide support for scientific research in the former Soviet Union (FSU) and the Baltic States, at a time when such research was in danger of coming to a halt.
ISF was to distribute the grants through several competitive programs. There were nine programs administered out of the main offices set up in New York City and Washington, DC in the United States, as well as in Moscow and Kiev in the FSU. There were also branch offices in 10 other cities throughout FSU and the Baltics. Over time some offices have been closed and their responsibilities taken over by the others.
